SETTLEMENT OF THE CHAMPIONSHIPS

CONFEDERATION MEDITERRANEAN FENCING

PARIS approved November 6, 2010 , amended in Rome November 17, 2013

I – PURPOSE

1.1 Develop fencing in the Mediterranean countries

1.2 Strengthen the bonds of friendship between the fencers Mediterranean countries

II – ORGANIZATION

2.1 The organization of the Championships is entrusted by the General Assembly (GA) , choosing from nominations by member National Federations to the Mediterranean Fencing Confederation.

2.2 In case of difficulties that arise after the decisions of the Executive Committee (EC) will find the necessary solutions and communicate them to all Federations Mediterranean basin .

The decision must be justified.

2.3 The date of the course is scheduled for the last weekend

2.4 The date can be changed by the EC only in the presence of substantial grounds that the President must communicate to member federations after the decision.

III – PROGRAMME OF EVENTS

3.1 The program of events in the Mediterranean Championships consists of 20 events:

6 individual foil men and women , sword men and ladies, men’s saber and women for cadets ( U17 ), 6 individual foil men and women , sword men and ladies, men’s saber and women for juniors ( U20 ), 6 individual foil men and women , sword men and ladies, men’s saber and women for minimal (-16 years) and 2 Juniors team . Teams will be male and female , will consist of three shooters will shoot different weapons. (ex : A female team = a swordsman, a fencer and fencer ) .

3.2 Cadets can take part in competitions for juniors.

The minor may participate in competitions cadets.

Teams may include either junior athletes or athletes cadets.

Each country may enter three (3) fencers per weapon and only one (1) men’s team and one ( 1) team in women.

3.3 Duration of the tests.

Championships are scheduled over three days.

First day:

- Individual events cadets : EH -FD -SH- ED- FH- SD

7 hens or 6 depending on the number of competitors ,

Start of false table 64, to follow Table 32.16 and 8

Semi-finals , First assault EH , FD , SH, cadets ED , FH , SD on six tracks

Semi-finals , Second assault EH , FD , SH , ED, FH , SD on six tracks

Finals.

- The first four athletes will be rewarded.

Second day :

- Junior individual events : EH -FD -SH- ED- FH- SD

7 hens or 6 depending on the number of competitors ,

Start of false table 64, to follow Table 32.16 and 8

Semi-finals , First assault EH , FD , SH , ED, FH , SD on six tracks

Semi-finals , Second assault EH , FD , SH , ED, FH , SD on six tracks

Finals.

- The first four athletes will be rewarded.

Third day:

- Team events – MEN LADIES JUNIORS

Call shooters male category table for 16 or 32 incomplete

Call shooters female category table for 16 or 32 incomplete

Table 16 or 32 incomplete

Table 8 and 4 – men, women

The top four teams will be rewarded.

All classification matches will be drawn.

- Individual events minimal: EH- FD -SH- ED- FH- SD

3.4 hours are offered by the organizing federation and approved by the Executive Committee

Confederation.

Schedules of the third day shall be established by the Technical Management Board ( DT ) based on

number of teams entered .

IV – DATES AND VENUES OF TESTS

4.1 The Championships are organized every year.

4.2 In principle they are organized in a different country in turn .

4.3 The date is determined and set by the General Assembly or the Committee Executive of the Confederation, in principle last weekend

V – PARTICIPANTS

5.1 The Championships are open to all federations of the Mediterranean basin .

5.2 The Executive Committee may invite comes , whenever two federations of countries that do not border the Mediterranean , but have interests .

5.3 The Ordinary General Meeting of 2004 decided that the Portuguese federation will be invited to all editions of the championships.

5.4 The Annual General Meeting 2009 decided that Jordan will be invited to all editions of the championships.

5.5 Any federation Mediterranean who paid their annual dues to the edible can engage in all individual and team events .

5.6 The age limit is shooters :

    • 17 years on 31 December of the year of development for CADETS
    • 20 years on 31 December of the year of development for JUNIORS
    • 15 years on 31 December of the year of development for MINIMES

5.7 Athletes CADETS and JUNIORS must be in possession of the FIE license valid for the current year. No FIE license for minimal compulsory license countries.

5.8 For individual events , nations can commit three (3) shooters maximum each weapon for team events , nations can commit one (1) team per gender.

VI – ORGANISATION

6.1 The Organizing Committee is the set of people with the task of organizing the competition.

6.2 The facilities in the room must provide at least six blocks with two tracks each, or three blocks with four tracks each, and the track for the finals.

6.3 The organization is entrusted to a Directoire Technique .

6.4 The Technical Management Board consists of 3 members. A place is reserved for a representative of the host country , the second place is reserved for a member of the Technical Commission Comes, and third place is reserved for a member of the Arbitration Commission of the horns , the two designated the Executive Committee.

6.5 The control of material organization and equipment of the fencers must be made according to the rules laid down in Regulation equipment FIE

Control is requested from the Organising Committee.

6.6 The control equipment is required. A special place will be provided near the hotel chosen as the headquarters of the organization, or near the competitions. The check must be made no later than the day before the competition.

VII – FORM OF EVENTS

7.1 Individual events : 1 round of pools of 7 shooters. If hens are not complete the organizing country can complete the hens to have homogeneous pools.

7.2 There will be no shooters eliminated after chickens.

7.3 The direct elimination table without repechage will be based indices chickens. In case of equality in the indices , the DT will hold a draw.

7.4 Ranking of shooters in chickens, the DT take into account the following elements:

    • For juniors the FIE ranking before the championships of the Mediterranean
    • For the European Cadet Championships rankings updated before the Mediterranean.
    • For minimal information of heads of delegation

Ranking shooters Cadets and Juniors unclassified shall be by drawing lots.

7.5 Event Team : Teams will be male and female . Will consist of three shooters firing a different gun.

7.6 The order of matches is : Sword, Foil , Sabre , Sabre , Foil , Epee .

7.7 The matches will be played in 30 Keys, relay games and return 5 keys.

7.8 Each match will last 5 keys up to 3 minutes.

7.9 Each shooter will draw to a different weapon.

7.10 nations can engage one (1) team per gender.

7.11 The teams take the places of the table 32 or 16 in order of points.

7.12 The third place is not disputed, from 5th place all seats will be contested .

7.13 Tables teams will be compared to the points earned in individual events . Points will be awarded to shooters according to their ranking in the individual event .

A) 1 point in the first , second 2 points , 3 points in the third , to be followed until the last placed .

B) the team with the lowest number of points the team is seeded and hangs 1st place in the direct elimination table .

C) if there is parity of points between two or more teams DT will draw to a place .

If a shooter does not participate in the individual event , but appears in a team it will have the same number of points as one of the last individual event of the weapon for which it is registered in the team event .

VIII – ARBITRATION

8.1 Each participating Federation Championships , must bring a referee on the lists (A and B) of the FIE year, from three fencers .

Where a federation does not lead arbitrator, the Executive Committee of the Confederation may

apply sanctions to FIE regulations , this amount will be paid to the host country .

8.2 The host nation support arbitration Championships designating the best of its national and international referees .

8.3 The Executive Committee may enter a maximum of four (4) referees belonging to neutral countries.

All participation expenses of the arbitrators shall be borne by the horns , as the FIE rate

IX – FINANCIAL CONDITIONS

9.1 The organizing federation shall pay the expenses related to the material organization of competitions.

9.2 The organizing Federation supports the travel and subsistence expenses for members of the Directoire Technique ( Technical Commission and the Commission of Arbitration of the horns ) .

9.3 Each participating federation is responsible for travel and subsistence expenses of the delegation.

9.4 An entry fee will be paid by the participants. The amount was fixed by the Executive Committee Comes . Currently amounts are :

    • Individual : € 10.00 per shooter
    • In team : € 30.00 per team

9.5 The host country is exempted from its entry fee of shooters.

9.6 The federations will be admitted to compete if they are up to date of the annual fee .

9.7 The same amount will be invited from the federations .

X – COMMITMENT

10.1 Championships Mediterranean fencing are open to all Mediterranean federations and federations invited.

10.2 Athletes must meet the age limit at 31 December of the year competitions.

10.3 The federation of the organizing country should send formal invitations and event program schedule to all federations of the Mediterranean basin without exception, at least 3 months before the championships.

The same information will be published at the same time on the website comes ( www.comes – confmed.org ) .

10.4 The participating federations must announce their presence to the federation of the organizing country at least 1 month before the championships .

10.5 Commitments for the individual competitions will be on the website of the FIE

10.6 Commitments for team competitions will take place at the meeting of Heads of Delegations provided the eve of the championships.

10.7 The entry fees will be paid at the same meeting the Treasurer comes .

XI – AWARDS

11.1 The Champion of the Mediterranean is awarded to the winner of each weapon.

11.2 fencers ranked 1st, 2nd and 3rd respectively receive a gold , silver and bronze medal (two), with the event name and the year of the competition.

11.3 The teams placed 1st, 2nd and 3rd team receive a plaque and a medal (gold, silver , bronze ) with the name of the event, the year and ranking for each of the shooters.

Platelets, medals and the cord will be provided by the horns .

The host country may offer other prizes.
